Pie Menu is rebuilt depending on the mode of work with the object, as well as when working with certain operators.

You can disable the visibility of the Pivot Apply panel in the addon settings

The default keyboard shortcut for invoking the Pie Menu is Shift+Alt+A. You can change it in the addon settings in the Keymaps section.
